PCCFA NEGOTIATIONS UPDATE – February 23, 2023

Dear Faculty:

The Faculty Association continues to advocate for a strong contract on behalf of part-time and full-time faculty, most recently meeting with the District to negotiate on February 9th.  With the District’s Healthcare Proposal for Part-Time Faculty as well as their continued movement on pay increases, the FA remains confident that the parties are moving toward a more equitable pay increase for all faculty.  Here is the latest update.

On February 9th, the DISTRICT countered with the following proposals:

  • Article 5 Working Conditions.
    • The District agreed to increase the number of paid office hours for part-time faculty as a whole.  All part-time faculty would be paid for at least 8 office hours, but those who teach more would be paid for additional office hours.  Those faculty who teach 5 to 8 lecture hours/week would be paid for an additional 2 office hours (10 office hours total) while those who teach more than 8 lecture office hours would be paid for an additional 4 office hours (12 office hours total).  
    • The District refused to put in writing the ability of Deans to assign 4-day weekly schedules and remote student-servicing, citing that the District already has this option and that non-instructional faculty in several areas of the College are already working 4-day schedules and/or providing student-serving remotely.  
    • The District proposed language to modify intersession and overload assignments for faculty. 
    • The District agreed to 1:1 labs for the Natural Sciences and Nursing disciplines.
  • Article 16 Athletic Coaches.  The District agreed to many of the FA’s proposed revisions to the coaches’ assigned duties and evaluation process, compensation, but not on all proposed changes to the number of assistant coaches for various sports and compensation for all head coaches. 
  • Article 18 Part-Time Faculty Reemployment Priority Rights.  The District agreed to the FA-proposed language to strengthen Priority Rights for part-time faculty by clarifying the process of assigning classes.

On February 16th, the FACULTY ASSOCIATION countered with the following proposals:

  • Article 5 Working Conditions.  The FA again proposed language about the ability of Deans to assign 4-day weekly schedules and remote student-servicing for non-instructional faculty and pushed back on language about language that would modify intersession and overload assignments for faculty. 
  • Article 16 Athletic Coaches.  The FA again proposed revisions to job duties for coaches and compensation amounts for head coaches and assistant coaches. 

The DISTRICT presented the following counter-proposals to the FA:

  • Article 4 (Fringe Benefits).  The District came back with a 75/25 model:
    • The District would contribute 75% while the eligible part-time faculty member would contribute 25% of the plan premium for Kaiser single party HMO plan.  
    • Eligible faculty who choose to enroll in the above medical plan offered by the District would have the option of adding dependents for coverage at an additional cost.  
    • These same faculty would also have the option of purchasing a composite dental and/or vision plan that would cover faculty and any dependents at their own cost.
    • Eligible part-time faculty who do not wish to enroll in the Kaiser HMO Plan offered would have the option of electing a composite dental and/or vision plan for themselves and their dependents at no cost to the employee up to the cost of the District’s medical contribution.  
    • Eligibility would hinge on part-time faculty teaching a minimum of 40% of full-time faculty load at PCC.
  • Article 12 (Salary Schedules).  The District offered a higher pay increase than in their previous proposal:
    • A 6% increase to the salary schedules for all part-time faculty, plus a one-time, off-schedule payment equivalent to 2.75% of the part-time faculty’s earnings in that year.
    • A 6% increase to the salary schedules of all full-time faculty, plus a one-time, off-schedule payment equivalent to 2.75% of base salary.  
    • For the 2023-2024 academic year, the District offered a 3% increase or the state-funded COLA, whichever is less, for all faculty.  
    • For the 2024-2025 academic year, the District proposed a “reopener” (reopening negotiations) for Articles 4 and 12.

TENTATIVE AGREEMENTS:

  • Article 13 (Previously Article 16) Distance Education.  The District agreed to maintain the right of full-time faculty to be assigned up to 80% of their load as online instruction.  The District also agreed to FA-proposed language that makes the evaluation of online instruction more transparent to all faculty.   

STATUS OF OTHER PROPOSALS:

  • FA Retirement Incentive Proposal.  This proposal was rejected by the District.  
  • Article 6 Sick Leave and Health Examinations (Parental Leave).  This proposal is currently in the “parking lot” (The FA and the District have not agreed upon Article 6 but will revisit it to see if we can come to an agreement).

Thank you for your patience as we continue to negotiate hard on your behalf.  We are scheduled to meet again on Friday, March 3rd.  The FA will continue to demand equitable healthcare coverage, compensation, and working conditions for all faculty.  PCC faculty deserve nothing less.
