PCCFA NEGOTIATIONS UPDATE – December 14, 2022

Before we head off for winter break, the Faculty Association wanted to share one last Negotiations Update for the semester.  We are aware of what the District has offered the other bargaining groups and want to ensure that faculty get the working conditions that they deserve.

The FA and the District met to negotiate on November 29th, 2022.  

At this meeting, the DISTRICT countered with the following proposals:

  • Article 5 Working Conditions.  The District continued to push back on increasing the number of paid office hours for all part-time faculty, decreasing the number of teaching hours for full-time non-credit faculty, giving non-instructional faculty the flexibility to work 4-day weekly schedules and to provide remote student-servicing.  The District also continued to push to erode our current right to flexible flex.
  • Article 4 Fringe Benefits.  
    • Despite having agreed that within 2 weeks of guidance from the Chancellor’s Office, the District would reopen Article 4 and begin negotiating specifics of a healthcare plan for part-time faculty, the District has continued to argue that the CCCO guidance was “preliminary” at best.  They have indicated a desire to implement some kind of plan, but so far, they have not provided any specifics.
    • The District did, however, seem amenable to increasing the amount paid to cover Medicare Part B for retirees (up to $1,900 each year upon proof of enrollment).
  • Article 12 Salary Schedules.  
    • For the 2022-2023 academic year (retroactive to July 2022), the District offered
      • For 2022-2023, A 5.5% increase to the salary schedules for all part-time faculty, 
      • A 5% increase to the salary schedules of all full-time faculty, 
      • Plus a one-time, off-schedule payment equivalent to 1% of base salary.  
    • For the 2023-2024 academic year, the District offered an increase of 2.5% or the state-funded COLA, whichever is less.  
    • For the 2024-2025 academic year, the District offered an increase of 2.5% or the state-funded COLA, whichever is less.  
  • Article 18 Part-Time Faculty Reemployment Priority Rights.  The District dropped the punitive language it previously proposed (the proposed terms would have allowed the dropping of faculty from the priority list in the event that there aren’t any classes to offer them for 4 consecutive semesters even if such faculty otherwise comply with Article 18 requirements.  However, the District continues to propose removing other Article 18 protections in an effort to weaken Priority Rights. 

The FACULTY ASSOCIATION presented the following counter-proposals:

  • Article 13 Distance Education.  The FA rejected the extremely vague DE recertification terms proposed by the District.  Although the FA does not have any issues with DE recertification per se, we are concerned with the labor and compensation aspects of DE recertification.

We met again to negotiate on December 8th, 2022.  

At this meeting, the FACULTY ASSOCIATION countered with the following proposals:

  • Article 5 Working Conditions.  The FA continued to insist on increasing the number of paid office hours for all part-time faculty, decreasing the number of teaching hours for full-time non-credit faculty, giving non-instructional faculty the flexibility to work 4-day weekly schedules and to provide remote student-servicing.  We also continued to resist the District’s attempts to remove some of our flexible flex options.
  • Article 4 Fringe Benefits and Article 12 Salary Schedules.  
    • For the 2022-2023 academic year (retroactive to July 2022), the FA counter-proposed
      • A 9% increase to the salary schedules plus a one-time, off-schedule payment equivalent to 5% of base salary for all full-time faculty,
      • A 9% increase to the salary schedules plus a 5% parity adjustment for all part-time faculty,
    • For the 2023-2024 academic year, the FA proposed an increase of 2.5% or the state-funded COLA, whichever is greater, for full-time faculty.  
    • For the 2024-2025 academic year, the FA proposed an increase of 2.5% or the state-funded COLA, whichever is greater plus a 5% parity adjustment for part-time faculty.  
  • Article 16 Athletic Coaches.  The FA proposed more equitable compensation for assistant coaches and for the coaches of all sports.
  • Article 13 Distance Education.  The FA and the District entered into a tentative agreement.  This agreement is still tentative and not yet set in stone.
