WHAT IS DECERTIFICATION?

  • In July 2022, the California Federation of Teachers (CFT/AFT) obtained signatures through a small group of faculty at Pasadena City College to file a decertification petition with the Public Employee Relations Board (PERB).
  • A decertification petition seeks by way of an election to replace the existing bargaining unit representative (PCC Faculty Association) with another representative (CFT/AFT).
    • Bargaining Unit: All faculty, both full-time and part-time, instructional and non-instructional.
  • An election was held in October 2022 by way of ballots mailed to all eligible faculty. 
  • A ballot count was held at the offices of PERB on October 28, 2022. While the PCC Faculty Association won the election, the votes in favor of the PCCFA were not sufficient for a majority according to PERB rules, which triggered a run-off decertification election.
  • However, in January of 2023, PERB dismissed the original decertification petition filed by CFT/AFT in July 2022 as a result of CFT/AFT not having properly obtained signatures in accordance with PERB rules.
  • Given that PERB allowed CFT/AFT to reuse the signatures they had obtained the prior year, in February 2023, CFT/AFT once again filed a decertification petition.
  • The new election is now scheduled to begin in early October 2023.
