UPDATE from the PCCFA’s Legislative Advocate, David Hawkins
The PCC Faculty Association is a member of the California Community College Independents or CCCI, a consortium of independent community colleges faculty unions. CCCI’s legislative advocate David Hawkins voices our collective concerns in Sacramento.
David Hawkins’s latest legislative report:
Last week, the State Auditor released the CCCI-sponsored, and Faculty Association of California Community Colleges (FACCC) co-sponsored, state audit of the community colleges’ full-time faculty hiring practices.
Included in the report’s conclusions:
- The Chancellor’s Office has allocated $450 million in state funds intended to facilitate full-time faculty hiring, but the Chancellor’s Office has not ensured that the districts use the funding appropriately
- A lack of oversight by the Chancellor’s Office allowed some districts to improperly use the funds allocated for hiring full-time faculty.
- The Chancellor’s Office measures progress toward the goal using a metric that is not suited for the task.
- [The State Auditor’s] calculations show that the districts’ actual percentage of instruction by full-time faculty can sometimes be significantly lower than the current metric suggests.
