KNOW YOUR CONTRACT:  Reassigned Time at PCC

Remember that the PCC Faculty Association is your sole bargaining representative, and we negotiate and when necessary, enforce the terms of the CBA (aka faculty contract) to make sure that the District holds up their end of the bargain.  

You may be wondering to what extent the CBA governs reassigned time positions for faculty.  Although deciding which reassigned time positions to create and offer is not within the purview of the FA, the FA did negotiate the terms of Article 17 of the CBA when faculty demanded more transparency about reassigned time positions.  Article 17, a win for faculty, covers the following terms related to reassignment: 

Transparency about Reassigned Time Positions

  • The District must publish a complete list of current reassigned time assignments on the campus website by the second week of each semester;
    • This published list must include the following details for each reassigned time position:
      • Title of the reassigned time position, 
      • Name of the faculty member in that position, 
      • Supervisor of the position,
      • The term of the position,
      • Percentage reassigned for the position; and
    • The District must also publish a current list of position openings.
  • All eligible employees and the Faculty Association shall be notified of reassigned positions ten (10) business days in advance during the Fall and Spring semesters;

Hiring Committees for Reassigned Time Positions

  • A selection committee will interview all applicants and recommend a successful candidate to the Vice President of Instruction or Vice President of Student Services except for positions elected by faculty (Academic Senate and Faculty Association board positions, for example); 
  • Who is on the selection committee?  2 administrators (the supervising manager and another administrator chosen by the appropriate Vice President); 2 faculty members selected by the Academic Senate; and 1 faculty member selected by the FA; 

Reassigned Time Positions:  Compensation, Voluntary Nature, Duties, and Performance Expectations 

  • Compensation for reassigned time is “pro-rata to the percentage of the employee’s weekly assignment on campus”;
  • Reassigned positions are voluntary in nature and must be approved by supervising managers;
  • Faculty with reassigned time must fulfill any remaining contractual responsibilities not covered by reassigned time;  
  • The appropriate manager determines the reassigned time position’s duties or “performance expectations,” including weekly scheduled hours; 

Evaluations for Reassigned Time Positions 

  • The reassigned time position’s duties and performance expectations serve as the basis for the faculty’s annual performance evaluation for the reassigned time position;
  • Evaluations for reassigned time positions are distinct from the typical teaching evaluations and non-instructional faculty evaluations;   

Finally, Article 2.3.1 of the CBA (“Full-Time Faculty Release Time”) covers the amount of release time the District provides to FA Board members.
