Negotiations Update on Distance Education – July 14, 2026
This past Spring 2026, the PCC Faculty Association and the District began negotiations over the increased workload and work duties from the recent ADA (Americans with Disabilities Act) and RSI (Regular and Substantive Interaction) mandates pertaining to DE (Distance Education) instruction. Thank you for sharing your feedback in our Spring survey regarding this issue.
On May 20, 2026, the District presented their proposal, which the FA found wholly inadequate. The District’s proposal failed to acknowledge the scope and magnitude of the increased faculty workload and work duties and largely placed the burden of finding appropriate resources to support this work on faculty. Their proposal mentioned a deadline of April 2027 and did not reflect the actual legal deadline of April 2028. Moreover, the proposed compensation was insufficient in comparison to the proposed amount of work.
On June 3, 2026, the FA responded with a counter-proposal. In our counter-proposal, the FA proposed various protections and means of institutional support so that faculty have enough time and resources to complete this additional work and are paid for their efforts.
Highlights of our counter-proposal include
- A reasonable deadline of April 2028 for completing the additional work;
- Compensation for the increased workload and work duties;
- Adequate resources for faculty to complete this work;
- Faculty intellectual property protections;
- Faculty confidentiality protections; and
- Assurances that implementation of these new standards will not trigger an off-cycle evaluation, take away a DE certification, or otherwise deny faculty DE class assignments.
At our last meeting, the District assured the FA that compliance with ADA and RSI is an institutional obligation, not an individual faculty obligation.
