PCCFA Negotiations Update for November 23, 2022
Dear Faculty:
On Thursday, November 17, 2022, the Faculty Association met with the District for Negotiations again. This round of negotiations proved to be frustrating with the District testing the bounds of good faith bargaining. Much to our disappointment, the District did not counter our latest salary proposal (Article 12 Salary Schedules).
The District did, however, present the Faculty Association following counter-proposals:
- Article 16 Athletic Coaches: The District continues to push back against some of the protections coaching faculty seek.
- Article 13 Distance Education: The District continues to push for DE recertification without providing specific details regarding expected time commitment and compensation for recertification. Although the FA does not have any concerns with DE recertification per se, we are concerned with the labor and compensation aspects of DE recertification.
The Faculty Association also countered with the following proposals:
- Article 5 Working Conditions: We continue to push for an increase in paid office hours for part-time faculty, lowering the classroom teaching hours to 23 hours/week for full-time faculty in the non-credit disciplines, and options for non-instructional faculty to work a 4-day workweek and part of their schedule remotely.
- Article 18 (15) Part-Time Faculty Reemployment Priority Rights: The FA pushed back against the District’s attempt to add rather punitive terms to the contract that could impact part-time faculty with priority rights. Essentially, the District proposed incorporating language in the contract that would eliminate faculty from the priority list in the event that there aren’t any classes to offer them for 4 consecutive semesters even if such faculty otherwise comply with Article 18 requirements.
