PCCFA Negotiations Update – October 4, 2022

Good afternoon!  The Faculty Association would like to give you an update on this past month’s Negotiations meetings with the District.  Please note that the District “Bargaining Unit Information” webpage was missing information from the Negotiations that took place on September 15, 2022 but has since been updated and now includes proposals and counter-proposals from both September 15th and 22nd.

Thursday, September 15, 2022:

  • The FA followed up with the District on the following FA proposals, but the District did not have a response to either proposal: 
    • Part-time faculty health care.  The District insisted that it needed to wait for Chancellor guidelines before responding to our proposal.
    • Article 12 Salary schedules.  The District insisted that it needed to wait to see what the “total economic package” that includes part-time health care would be before responding to our salary schedule proposal.  
  • The FA responded to the District’s proposal with the following counter-proposals:
    • Article 5 Working Conditions.  This counter-proposal addresses the concerns brought to us by faculty:  non-instructional faculty work schedule, non-credit faculty load, ability to conduct office hours online for instructors teaching face-to-face classes, among other issues.    
    • Article 16 Distance Education.  This counter-proposal addresses the concerns brought to us by faculty:  ability to choose a peer evaluator, putting limits on evaluator visits to faculty classes in Canvas, and clarifying full-time faculty load.
    • Article 4 Fringe Benefits.  This counter-proposal proposed increasing the amount paid by the District to help retirees cover Medicare supplemental insurance.

Thursday, September 22, 2022:

  • The FA presented the District with the following FA proposals:
    • Article 18 (15) Part-Time Faculty Reemployment Priority
  • The District rejected the following counter-proposal:
    • Part-time faculty health care  
    • Article 4 Fringe benefits
  • The District presented the following counter-proposals, which we are still not entirely satisfied with and intend to respond with our own counter-proposals:
    • Article 12 Salary schedules  
    • Article 5 Working Conditions  
    • Article 16 Distance Education
    • Article 4 Fringe Benefits

Status of Other Proposals:

  • The Coaches recently met with Dr. Erika Endrijonas to discuss their concerns about the District’s most recent proposal.
  • The District rejected the FA proposal for Retirement Incentive.  
  • In the “parking lot: Article 6 Sick Leave and Health Examinations (parental leave).  The FA and the District have not agreed upon and that we will return to later and see if we can come to agreement)
