SUNSHINE PROPOSAL
2019-2020 ACADEMIC YEAR
Initial Proposal
This initial sunshine proposal is intended to meet the requirements of the Government Code section 3547. It also follows the guidelines set forth in PACCD board policy 2610. The Pasadena City College Faculty Association (PCCFA) proposes to negotiate the following:
1) Review and update the entire contract in an effort to bring it current, and incorporate all past M.O.U.’s and tentative agreements into one consistent and cohesive document, and to delete any obsolete material contained in the current document.
2) Specifically PCCFA intends on negotiating the following articles and additions:
a. Article 1: Agreement and Recognitions
b. Article 2: District and Association Rights
c. Article 3. Term and Renegotiation
d. Article 4: Fringe Benefits (SERP and Paid Parental/Maternity and PT faculty health insurance)
e. Article 5: Working conditions (scheduling, sick leave usage, banked leave)
f. Article 6: Professional Obligations (flex requirements)
g. Article 7: Evaluation Procedures (clean up and online processes)
h. Article 12: Salary Schedules
i. Article 16: Miscellaneous
j. Article 18: Adjunct Rehire Rights (clarity)
3) In addition, it is the intent of PCCFA to negotiate the following additional areas:
a. Chairs or Division Leads
b. Lab / Lecture Parity
c. Investigations
d. Reassignment/stipend equity
e. FA employee compensation
