2025-2028 NEGOTIATIONS UPDATE – November 12, 2024
The PCC Faculty Association began the process of negotiating a 2025-2028 successor agreement to the current Collective Bargaining Agreement (aka the “faculty contract”) this past spring, spending many hours studying the current faculty contract and soliciting input from all faculty groups about the issues that matter to them the most. Based on this input, the PCCFA prepared and submitted its Sunshine Proposal on behalf of faculty in August, and the PACCD (the “District”) followed with its own Sunshine Proposal.
Earlier this semester, we began meeting with the District to negotiate terms of the contract. We initially met with the District on September 25, 2024, during which meeting the PCCFA presented the following:
- Retirement Incentive
- Parental Leave
The District also submitted several initial proposals:
- Article 1 Agreement and Recognition
- Article 3 Term and Renegotiation
- Article 5 Working Conditions
- Article 6 Sick Leave and Health Examinations
The PCCFA and the District tentatively agreed to Articles 1 and 3 though this agreement has yet to be finalized.
We then met again on October 18, 2024 during which the PCCFA presented counter-proposals for the following articles:
- Article 5 Working Conditions
- Article 6 Sick Leave and Health Examinations
In turn, the District presented the following proposals:
- Article 2 District and Association Rights
- Article 7 Evaluation Procedures
- Article 10 Faculty Division Chairs
On November 1, 2024, the PCCFA and the District met for another round of negotiations. The PCCFA presented counter-proposals for the following articles:
- Article 2 District and Association Rights
- Article 10 Faculty Division Chairs
Although the District did not have responses to our counter-proposals for Articles 5 and 6, they did present the following two proposals:
- Article 13 Distance Education
- Article 15 Part-Time Faculty Reemployment Priority Rights
Please note that the parties have not agreed to any contract terms yet. We are scheduled to negotiate with the District again on Friday, November 15, 2024. Please know that we will continue to push for improved working conditions and contractual rights for all faculty, and we thank you for your patience for what is expected to be another lengthy negotiations process.
